Phase I ESA Field Inspection Form

The CSTAT Phase I Environmental Site Assessment (ESA) Field Inspection Form (Field Inspection Form) provides so much more than a typical checklist. The Field Inspection Form was created to meet the requirements of Section 9 and Section 10 of the Standard Practice for Environmental Site Assessments (ASTM E1527-21).

  • Section 9 - Site Reconnaissance

  • Section 10 - Interviews with Past and Present Owners, Operators, and Occupants

Technology allows us to use our mobile phone or tablet to collect site information and photographs and then seamlessly produce a full document of site conditions. This isn't about the experience level of the Environmental Professional; it is about providing the documentation that has for so long has been overlooked.

The Field Inspection Form is the best process to comply with and document the requirements of Section 9 and Section 10 of the ASTM E1527 Standard.

Environmental Due Diligence (EDD) firms that utilize a staff member or subcontractor to conduct just the site visit portion of the Phase I ESA.

These EDD firms typically utilize a collaborative process (some call it ghostwriting) in which one person conducts the site visit and another person writes the Phase I ESA report. Those that utilize a collaborative process already have a document (such as a field form or checklist) that is completed by the field staff. The CSTAT Phase I ESA Field Form is modified as necessary to duplicate the document questions and populates the existing document as an output.

EDD firms that emphasize quality over commodity through the proper documentation of the site visit.

EDD firms that have their staff or representative complete a field inspection form demonstrate that they understand the importance of providing a quality product to their clients. Utilization of a field inspection form provides documentation of site conditions. The field inspection form can be added to the appendix of the report as supporting documentation. EDD firms which use a paper field inspection form easily convert to a mobile version created by CSTAT and experience considerable time saving.

The presentation to the left is an overview of the Field Inspection Form output. As discussed in the presentation, the Field Inspection Form is a “dynamic” document which allows CSTAT to output only the items that were observed - therefore eliminating empty sections from the exported document.

The output can be modified to duplicate an existing format.

Does your Phase I ESA report includes all of the Section 9 and Section 10 items included in the CSTAT Phase I ESA Field Inspection Form?

Switching from a paper form or fillable PDF to CSTAT provides advantages that we would be glad to discuss with those interested.

To support environmental consultants, CSTAT has created a network of environmental consultants who either utilize or have been trained to collect data using the CSTAT Field Inspection Form.
